The process of applying for land development in British Columbia generally involves the following steps:


Review of Zoning Bylaws: Prior to submitting an application for rezoning, it is crucial to examine the existing zoning bylaws of the property to confirm that the proposed use is permissible in the designated zone.


Preparation of Application Package: An application package for rezoning typically comprises a completed application form, a legal survey of the property, a site plan, and other necessary information. The requirements for a rezoning application package in British Columbia may vary based on the development proposal and the property's specific circumstances. A standard rezoning application package should generally include the following components:


  • Completed Application Form: The package should include a completed application form that contains basic information about the development proposal, the property, and the names and contact information of the applicant and relevant parties.

  • Legal Survey: A legal survey of the property, including property lines, dimensions, and existing structures, should be part of the package.

  • Site Plan: A site plan showing the property's location, the proposed development, and any existing structures or features, such as trees, wetlands, or other natural elements, should be included.

  • Architectural and Engineering Drawings: The package should feature architectural and engineering drawings that display the proposed design of the development, including building and structure layouts, parking and amenity locations, and other pertinent details.

  • Zoning Analysis: The package should include an analysis of the proposed rezoning in relation to the City's zoning bylaws and the Official Community Plan (OCP).

  • Traffic Impact Study: If necessary, a traffic impact study assessing the development's potential impact on traffic flow and transportation in the area should be included.

  • Stormwater Management Plan: A stormwater management plan outlining the proposed measures for managing and treating stormwater on the site should be part of the package.

  • Environmental Impact Study: If required, an environmental impact study analyzing the development's potential impact on the natural environment and endangered species or habitats on the site should be included.

  • Public Consultation Report: A report on the public consultation process undertaken as part of the application process, including any feedback received from the public and how it was considered in the proposal, should be part of the package.

  • Other relevant documents or information that may be mandated by the city or other agencies.

Submission of Application: The application must be submitted to the municipal government's Planning and Development Department, along with the application fee and any other fees.


Review and Assessment: The city will review and assess the application based on the zoning bylaws and the City's Official Community Plan (OCP), which outlines the city's land use and development vision, goals, and policies.


Council Readings: Usually, three or four council readings are involved in the process.


  • First Reading: The first reading involves the initial presentation of the proposal to City Council, where council members receive a summary of the application and have the opportunity to ask questions or raise concerns.

  • Second Reading: After the first reading, the application undergoes a second reading, where council members review the application in more detail and staff may present additional information.

  • Third Reading: After the second reading, council members will vote on whether to approve the application for a third reading. If approved, a public hearing will be scheduled.

Public Hearing: A public hearing is scheduled to provide residents and interested parties the chance to provide feedback on the proposed rezoning.


Final Council Decision: After the public hearing, the rezoning application will be presented to City Council for a final decision, taking into consideration staff recommendations
